Selling CaboTV "key" ?

Oh yes, one receiver image has the CaboTV key inside, crypted to avoid "stolen" of that key. As that image is only valid for one receiver can I say that they are "selling" the CaboTV key ?

I'm quite sure some portuguese people are trying to "decrypt" that image and extract its nectar.
